From what I can tell it's a thin, glossy, semi-stiff, non-textured vinyl. It's not ridiculously glossy like patent leather though.

I've searched Jo-Ann's, Home Despot, and Menard's, all to no avail.

Any ideas?

You might want to try asking over at the Snowtroopers detachment. They are the experts about such things.

Geoff, I have something that would work.
It's as you described, no fluffy background, not miscolored like arctic vinyl, and I use it to make my scout boots.
I set some aside for 826's cowl. I still have a lot of leftover material.

I'm curious as to how glossy it is.

Does it have a simulated grain (texture)?

Maybe next time we're at the same event I can take a peek at it. That would be awesome.
